Voltage for Charger

Hi,

I have a Samsung SGH-A707 and I decided that I'd like to have a spare
charger in my office since it needs to be charged a lot.  I ordered one
from Bargincell for $4 and when it arrived I noticed that it is 5.5 volts
700mA.  My OEM charger is 5.0 volts 0.7 A.  Does the extra 0.5 volts make
any difference?  I'd be pissed if I fried my cell phone over a "Made in
China" cheap charger.
