Phoning from a UK landline to the Philippines

Hi all,

 I am trying to use my landline B T line to call a mobile phone number in
the Philippines.

I found a website: http://www.ratebuster.co.uk/pages/home.asp

That gives me the codes to use so I can call  at a much cheaper rate.

The bit I am having trouble is, working out from the  number I text  with:
+639197233*** which part of that number is the Country code and which the
County code.

The number I have to use to dial  from the ratebuster service is:
08719922007, I then have to dial the Country Code then just the local
number, but am having problems working out what that is!

If anyone know a newsgroup that is more into this sort of problem I would
be
very grateful for any help,
