Hi,

SIR = SF*RSCP/ISCP

(should be the same as Eb/Io or W*Ec/Io)

Where RSCP is the Received Signal Code Power on DPCCH and ISCP is the 
Interference Signal Code Power on the DPCCH. Pg : Processing Gain


RSSI is the Received Signal Strength Indicator, the wideband received 
power on the channel bandwith in the DL:

Ec/No = RSCP/RSSI
