use of primitives at MNCC-SAP

Hi,
Can anyone tell me the usage of the primitives defined on the GSM
network side at the MNCC-SAP. The primitives are MNCC_SETUP_REQ,
MNCC_SETUP_IND etc. (vide 3GPP 24.007, Section 7.1.2). I am not clear
about the entity on the Network side which resides above the CC layer
and communicate with CC with these primitives.
Any help will be appreciated.
