24.008, Messaging format

I have attempted to make sense of the 3GPP 24.008 spec; I wish it was
written like 29.060. Anyway, I am attempting to make sense of the
message format and information elements in this do***ent. The one field
that especially eludes my ability to understand is the "transaction
identifier or Skip Indicator" field. I assume, from what I have read,
that it depends on the type of message being sent on how this field is
interpreted.

Does anyone know of a more lucid explanation of this?  I would like to
get a different spin on this whole do***ent if anyone can point me to a
"tutorial" or set of slides that is more explanatory.
