Hello,

1.) The UMTS radio interface  is defined in L1(physical layer), L2 (data 
link layer) and partly in L3 (network layer)

where

L1: WCDMA (C-plane&U-plane)
L2: MAC,RLC,BMC,PDCP (U-plane)
L3: RRC (C-plane)

2.) I can imagine that IP is on L3 with one PDCP-Instance (Packet Data 
Convergence Protocol) for each radio link

3.) €/s, €/bit, €/whatever ... thats an economic issue
