I have the following inputs:
The SID (System Indentification Number) is transmitted by the
tower(BTS), which will identify the wireless system.
When the person carrying the wireless device is in the home network,
the Serving and Home SID will be the same.
If the person roams to some other network , then that network will
provide service. In that case the SID for the network to the wireless
device is Serving SID.
Yes you are correct in identifying what the LAC is . The CELL is one
tower. Yes that list is available, for that you need to contact the
operator.
But with the Serving SID, you can know, in which network the person is.
