Why not Soft-handover in TDS-CDMA?

Hello all,

   I know that in TDS-CDMA there is no soft handover, only
hard-handovers can happen.  Could someone explain to me why a soft
handover cannot take place in quite a profound manner.  I would want to
know what stops this technology from being soft-handovered.  I would be
glad if someone can delve into the depths of physical layer, timeslots,
codes etc. and explain.
