What exactly is the unconstrained vector in the code shown ?

("cREGADDRGeneralRangeMask" has a constant definition:
  CONSTANT cREGADDRGeneralRangeMask: std_logic_vector(13 DOWNTO 0) :=
"00000000111111";)
