"Pulsed on" propane solenoid valve?

I have heard of a propane solenoid valve that uses a latching magnet to 
hold the valve open and current reversal closes (large capacitor between 
  the -ve terminal and ground). This eliminates the 0.9A battery drain.
Any-one have any details and how it can be made "fail safe"?
