Rf Ground Loop problem "RF ISOLATOR"

Hi
 im experiencing RF Ground Loop problem, so i made let say circuit
with two capacitors rated 10nF 160v, the ground loop problem was gone,
no more humming noise or horisontal lines on the TV.Now the problem
with this circuit is that the Programs on the TV from the Digital
Cable Television are weak i see dots. The quality is not good.
Anyone have some better solution for this problem. Should i use some
bigger rated capacitor? with 10nf 160v i think that the lower
frequencies are not passing through, they block the 50HZ and 60HZ.
Have anyone idea how to make let say "Jensen VRD-1FF" found at
http://www.jensen-transformers.com/.
