Nice Little peice of (US) Electrical code violation

So I'm replacing my parent's old T12 lights and installing T8's.  I
found this little gem in the kitchen ceiling.

I am int he USA, so the NEC applies.  Is this a 220 volt two phase
split off to God knows where?  
The thing at the bottom is a standard run of the mill incandescent
light for above the sink.  Nothing big.  The stove is wired though the
floor - I can see those 220's from the basement.

the house was built in 1975.
