EMI Filter

Normally its mentioned that common mode current flows through the
saftey ground and returns along the line and neutral cables. I see
everywhere that common mode chokes are put on the lines to filter it
off. Is it not possible or is it not allowed to put a normal inductor
on the ground line to filter it off? The inductor is small impedance
for power frequency fault currents. Any discussion on it?
