Roller on the side of a pair of Bell electrical snips. What for?

This has three of us stumped. A fellow is selling this pair of Bell System
shears:

By the mid-1940's, when my father started working for the company, such a
model did not exist. The seller and I tried looking up the patent number.
Neither of us could get the patent to come up. But I did see that it was
patented in 1930. So what was the roller on the handle used for?
