Perhaps contacting one of the EMC Testing labs such as Elite or DLS could
shed some light on CE marking.  I found using the FCC 47 was most helpful
for getting started.  CISPR 22 standard Class A & B for your product
design.
After that you might be on safe footing to go onto CE mark for European
market.  To that end, I have provided a brief on EMC Precompliance Testing

Try the preview and the review.  I might revise and update later.  The
Brochure only applies to those who want the the printed version.  The FREE
PDF version for those who can't even afford the test equipment yet or the
personnel or the business at least provides a starting place.
