Measuring uncertainty EN55022

Hello Newsgroup readers.

I have a question regarding the Measuring uncertainty EN55022.

In the standard and CISPR 22 is mentioned that a EMC test house only needs

to mention the Measuring uncertainty in the EMC test re****t and no 
calculations are needed for accepting.
I see in some EMC test re****t in which is mentioned an text about the 
statistical evidence.

Lets assume that a radiated emission is 1dB below the limit line and the 
Measuring uncertainty is 5 dB will the test than still pass?
