Running boards on basement joists

I need to do some rewiring of the house.  The basement is unfinished. 
Don't 
want to bore holes in the joists to run wiring perpendicular to them.  My 
research on running boards has left me a little confused.

Is a running board used to "staple" the wiring to or does it guard the 
wiring as in an unfinished attic application?  I picture nailing pieces of
1 
inch boards perpendicular to the joists and stapling the wiring to the 
boards.  Is that how it's done?
